This bill creates the Office of the Blue Economy within the State University System to promote economic development by connecting the state's research institutions with financial resources to facilitate the transfer of innovative technology into marketable goods and services. The office will support the state's economy by focusing on research and development, technological innovation, emerging industries, strategic business recruitment, funding opportunities, and workforce training and education related to the "blue economy," which refers to the economic uses of ocean and coastal resources with a focus on sustainable practices. The office will also survey academic research, collaborate with relevant industries, develop a pipeline of research and commercialization, publish reports on blue economy jobs and labor shortages, educate other entities on the interests of the blue economy, and communicate the state's role as an integral component of the blue economy. The bill requires the office to provide an annual report to the Governor and the Legislature demonstrating the economic benefits of the office and the development of emerging blue economy industries.
