This bill amends sections of the Pennsylvania Consolidated Statutes to further provide for the conduct of referenda and court review of transitional plans related to the alteration of municipal territory or corporate entities. Specifically, it allows for subsequent referenda to occur if the referendum question differs from a previous one, and it permits a municipality's governing body to petition the court to suspend implementation of a consolidation or merger if there is evidence of fraud, error, or material financial loss prior to the initial referendum. The bill also specifies that the new court review provisions apply to any referenda held on or after November 1, 2021.
