This bill makes several changes to Florida's laws related to housing developments: 1. It expands the definition of "urban infill" to include the development or redevelopment of mobile home parks and manufactured home communities that meet certain criteria. 2. It extends the affordable housing property tax exemption to properties that provide housing to moderate-income persons, in addition to extremely-low-income, very-low-income, and low-income persons. 3. It authorizes the Department of Environmental Protection to provide grants to community development districts for the construction or reconstruction of critical assets related to flooding and sea level rise resilience. 4. It revises the definition of "moderate-income persons" to include those with a total annual adjusted gross household income of less than 140% of the median annual adjusted gross income for households within the state or metropolitan statistical area, in counties with a population of 1 million or more. 5. It requires the total number of units for certain new affordable housing developments or redevelopments to be based on factors related to existing or proposed zoning, financing, and housing supply needs. It also prohibits such projects from requiring low-income housing tax credits or tax-exempt bond financing. 6. It authorizes the Florida Housing Finance Corporation to use certain contributions to provide loans for the construction of large-scale projects that replace obsolete homes in mobile home parks and manufactured home communities, and prohibits such projects from requiring low-income housing tax credits or tax-exempt bond financing.
