This bill creates provisions for master agreements between the Office of Administration for architecture, engineering, or land-surveying services. A "master agreement" is defined as a contract for these services that will be performed on an as-needed basis for an indefinite quantity of projects over a defined period. The Division of Facilities Management, Design and Construction can establish these master agreements using a qualification-based selection process, where the estimated fee for services does not exceed $100,000 per project. The Division must issue a request for qualifications and publish it publicly, and evaluate the statements of qualifications based on criteria set forth in existing law. Each master agreement is limited to a 2-year period, and the total value of all services performed under the agreement may not exceed $1 million per year.
