AN ACT relating to the Kentucky Board of Cosmetology. WHEREAS, the Kentucky Board of Cosmetology has exceeded its authority in its treatment of its licensees, particularly in its approach to licensed nail technicians; and WHEREAS, the board has completely shut down licensees' businesses in an arbitrary and capricious manner, leaving the affected business owners without a means of income and with no immediate recourse; and WHEREAS, the board has failed to properly implement or enforce employment standards for the employees of the board, which has resulted in unnecessary threats of the use of deadly force in the presence of nail salon customers; and WHEREAS, the board's actions have caused undue hardship for a significant num
