This bill amends the existing law to require law enforcement to provide a juvenile (any individual under the age of 18) with access to an attorney for consultation before the juvenile waives any constitutional rights during a custodial interrogation, detention based on probable cause, or request for consent to search. Statements made by the juvenile after such interaction with law enforcement are not admissible in court unless the juvenile has been provided access to an attorney and waives their rights knowingly, intelligently, and voluntarily. The bill provides exceptions where law enforcement can question a juvenile without first providing access to an attorney, such as if the juvenile is believed to be a victim of trafficking or if there is an imminent threat to an individual's life and a delay would impede the protection of that threat.
