This bill amends the existing law (RCW 41.56.070) regarding questions of representation under collective bargaining agreements for cities, counties, and municipal corporations. For collective bargaining agreements between a city, county, or municipal corporation with a term exceeding three years, a question of representation may be raised at any time after the third year of the agreement, regardless of whether the agreement has expired. This provides an exception to the general rule that no question of representation may be raised within one year of a certification or attempted certification, or during the period not more than 90 nor less than 60 days prior to the expiration date of a valid collective bargaining agreement.
