This bill aims to ensure that students at institutions of higher education in Washington state receive instruction on their free speech rights under the First Amendment and the institutions' policies regarding the practice of free speech on campus. Beginning in the 2024-25 academic year, each institution of higher education will be required to present a free speech fundamentals workshop for all incoming students, potentially during orientation or early in the academic year. The workshop will cover the institutions' academic freedom and free speech policies, provide examples of potential free speech violations, and explain the types of protected speech. The institutions are encouraged to develop the workshop materials in consultation with experts in constitutional law and freedom of speech.
