This bill amends existing law to temporarily waive the requirement for public school employees, including those in charter schools and renaissance school projects, to be residents of the State for a period of three years following the bill's enactment, provided that the position was open and advertised to State residents for at least three months before an out-of-state resident was hired, and the hired individual was not previously employed by a similar institution in the State within the year prior to the bill's enactment or during the exemption period. During this three-year period, school districts and similar entities must make a good faith effort to hire in-state residents, and any employee hired under this exemption who establishes residency outside the state must comply with the residency requirement within three years of being hired. The Department of Education will report on the effectiveness of this temporary waiver after the three-year period concludes.
