This bill authorizes taxicabs, limousines, and transportation network companies (TNCs), which are businesses using digital platforms to connect riders with drivers, to provide paratransit services, which are specialized transportation services for individuals with disabilities or seniors, for a two-year period. This temporary measure aims to expand options for paratransit service, which is defined as any transportation service other than fixed-route service, including services for the Medicaid program (non-emergency medical transport for beneficiaries) and those mandated by the Americans with Disabilities Act. During this two-year period, these alternative providers will be permitted to offer these services, and at the end of this period, providers will be required to submit reports on rides provided, any violations, and accident information. Furthermore, the Department of Transportation, in consultation with other relevant state agencies, will produce a comprehensive report evaluating the effectiveness of allowing these companies to provide paratransit services, including advantages, disadvantages, and a recommendation on whether this provision should be made permanent. The bill will take effect on the first day of the fourth month after enactment and will expire after the final report is submitted.
