AI Summary
This bill, known as the "Homeless Bill of Rights," aims to prevent discrimination against individuals experiencing homelessness by establishing a set of fundamental rights. It defines "housing status" as whether a person has a fixed residence, lives on the streets, or in temporary shelter, and asserts that these rights should not be denied or abridged solely due to homelessness. Key provisions include the right to freely use public spaces like sidewalks, parks, and transportation in the same manner as anyone else; equal treatment from state and local government agencies; protection from employment discrimination based on a lack of a permanent mailing address or using a shelter's address; the right to emergency medical care without discrimination; the right to vote and obtain necessary identification without discrimination; protection of personal information shared with shelters and service providers, with confidentiality aligned with federal laws like HIPAA and the Violence Against Women Act; a reasonable expectation of privacy for personal property comparable to those in permanent residences; and the right to bring a service dog into homeless shelters. The bill also allows individuals who successfully sue for violations of these rights to recover damages, legal fees, and other costs.
