This bill, to the extent permitted by federal law, requires the Commissioner of Transportation to establish rules and regulations to reduce helicopter noise at state-licensed airports, heliports (dedicated helicopter landing areas), and helistops (areas for helicopter landings/takeoffs that may have other uses). Specifically, it mandates that the operators of these facilities reduce the number of helicopter departures by at least 47% compared to the 12 months before the bill's enactment. However, this reduction does not apply to flights by helicopters owned or operated by federal or military authorities, the state or its subdivisions, news agencies (commercial organizations supplying news), licensed hospitals or healthcare providers, or helicopters providing emergency medical transportation, which is defined as transportation for medical emergencies. Additionally, the bill requires those seeking or renewing licenses for heliports or helistops to certify they will prohibit sightseeing or tourist helicopter operations between 9:00 p.m. and 8:00 a.m. on weekdays and between 6:00 p.m. and 10:00 a.m. on weekends.
