This bill establishes a three-year pilot program for school-based mentoring in public schools located within 1,000 feet of areas where gunfire occurred in the prior school year ("crisis zones"). The purpose of the program is to build emotional resilience and improve the social-emotional and behavioral skills of students in kindergarten through 3rd grade who are at risk for mental health disorders and substance abuse. The program will be implemented in the Jersey City School District and six additional public schools in the southern, central, and northern regions of the state, with the Commissioner of Education authorized to make grants to the participating schools to assist with implementation. The Commissioner is also authorized to contract with a qualified third party to establish and administer the pilot program.
