AI Summary
This concurrent resolution proposes an amendment to the State Constitution to ensure that money collected for the "9-1-1 System and Emergency Response Trust Fund Account" is exclusively used for its intended purposes, which include funding capital equipment, facilities, operating expenses, and training related to emergency response, as well as supporting the Office of Emergency Telecommunications Services, the Statewide Public Safety Communications Commission, and implementing federal requirements for 9-1-1 service, including automatic location identification technology and enhanced 9-1-1 network upgrades. This measure is being proposed because, in the past, funds from this dedicated account have been diverted for other uses, and the amendment aims to prevent such diversions by constitutionally dedicating the funds solely to maintaining the 9-1-1 system and emergency response services as currently defined by law.
