This bill amends existing law to clarify how motor vehicle operators must safely pass pedestrians, bicyclists, and users of personal conveyances, which are broadly defined to include various mobility devices and recreational equipment. When approaching these individuals on roadways, drivers must, if safe and possible, change lanes to one not adjacent to them. If a lane change isn't feasible, drivers must maintain a minimum distance of four feet while passing. If neither a lane change nor maintaining a four-foot distance is possible, safe, or legal, the driver must reduce their speed to 25 miles per hour or the posted limit, be prepared to stop, and only pass if it doesn't endanger anyone. Violations resulting in bodily injury carry a $500 fine and two penalty points, while violations without injury result in a $100 fine and no penalty points.
