Bill Summary
This bill criminalizes the surrendering or releasing of a cat or dog into the custody of, and impound with, a shelter, pound, or kennel in divorce or dissolution of a civil union matters, without the consent of the other party. The bill provides that it is a disorderly persons offense for a person to surrender or release a cat or dog in the custody of and impounded with a shelter, pound, or kennel operating as a shelter or pound, pending any matrimonial action or action for dissolution of a civil union brought in this State or elsewhere, or after judgment of divorce or dissolution or maintenance, whether obtained in this State or elsewhere, without the consent of the other party. A disorderly persons offense is punishable by a term of imprisonment of up to six months in jail, up to a $1,000 fine, or both.
