This bill authorizes the creation of special license plates for the "Student Movement Against Cancer Inc." to support their mission and programs. The plates will feature the words "Peace Out, Cancer" and an emblem, with the design and color scheme to be chosen by the Chief Administrator of the New Jersey Motor Vehicle Commission in consultation with the organization. Drivers can obtain these plates by paying an initial $50 application fee and an annual $10 fee, which will be deposited into a dedicated "Student Movement Against Cancer License Plate Fund." This fund will then be appropriated to the organization, after deducting administrative costs for the Motor Vehicle Commission, which include designing, producing, issuing, renewing, and publicizing the plates, with a cap on initial computer programming changes. The organization is also required to contribute non-public funds, not exceeding $25,000, to offset these initial costs, and at least 500 applications must be submitted before the plates can be issued. The bill will take effect immediately but will only become operative after these conditions are met and will expire if they are not satisfied within 15 months of enactment.
