This bill would require a community based deer management plan, adopted by a county board of agriculture, a county governing body, a municipal governing body, or the owner or operator of an airport, to document the written consent of any owner of private property where persons, facilities, or equipment for an alternative deer control method will be placed, stationed, or stored, if access to the private property is necessary to implement the plan. The bill would further provide that such a deer management plan would not be required to document the written consent of owners of private property where deer could potentially disperse after being shot or darted. Current law, section 2 of P.L.2000, c.46 (C.23:4-42.4), requires a community based deer management plan, adopted by a county board of agriculture, a county governing body, a municipal governing body, or the owner or operator of an airport, to document the written consent of each affected landowner for access to that person's land if access to private property is necessary to implement the plan. However, current law does not provide a definition of "affected landowner." This bill would add a definition of "affected landowner" to section 2 of P.L.2000, c.46 (C.23:4-42.4).
