This bill allows municipalities to receive credit towards their fair share affordable housing obligations for providing transitional housing for veterans. Specifically, the Council on Affordable Housing (COAH), the state agency responsible for overseeing affordable housing, will credit municipalities with 1.5 units of fair share obligation fulfillment for each unit of transitional housing that is occupied or set aside for occupancy by a low or moderate income veteran who served actively during a time of war. Transitional housing is defined as housing that offers supportive services to help individuals or families move from homelessness or unstable housing to permanent housing, typically within 24 months. These transitional housing units must remain affordable for at least 10 years. This provision aims to incentivize municipalities to support veterans by offering a greater credit for this specific type of housing.
