Bill Summary

This bill excludes local utilities and local utility authorities from certain reporting requirements. Under N.J.S.A.48:2-29.57 et seq., both public utilities and local utilities are required to report information on the effects of the coronavirus 2019 pandemic on utilities and certain other information, including utility supply, demand, revenues, and expenses, the average amount billed to customers' accounts, infrastructure projects the utilities' planned to undertake that were canceled or for which the start date was delayed for certain reasons, and other additional information. Under this bill, only public utilities would be required to submit this information. Because these reporting requirements would no longer apply to local utilities and local utility authorities, the bill also provides that the BPU would no longer be required to consult with the Department of Community Affairs when implementing the provisions of N.J.S.A.48:2-29.57 et seq.

AI Summary

This bill exempts local utilities, which are entities like sewerage authorities or municipal utility authorities that provide services like electricity, gas, sewer, or water but are not regulated by the Board of Public Utilities (BPU), from certain reporting requirements. Previously, both public utilities and local utilities were required to report information to the BPU regarding the impact of the coronavirus 2019 pandemic on their operations, including details on supply, demand, revenues, expenses, customer billing, and infrastructure projects. Under this bill, only public utilities will be obligated to submit this information, and consequently, the BPU will no longer need to consult with the Department of Community Affairs when implementing these reporting provisions.
