AI Summary

This bill provides for "super conciliation" in certain cases where collective negotiations between employers and emergency responder service employees (such as EMTs, paramedics, and 9-1-1 operators) have failed to result in an agreement, even after mediation and fact-finding procedures have been exhausted. The super conciliator is required to investigate the dispute, facilitate negotiations, and issue a final report within a specific timeframe. The bill also requires the continuation of existing contract provisions during negotiations, even after the contract's expiration, unless the parties agree otherwise. The provisions of this bill would apply to all future collective negotiations involving emergency responder service employees, as well as to existing contracts upon their expiration.
