This bill, which is designated as the Mental Health Access Act, increases Medicaid reimbursement rates for certain evidence-based behavioral health services. Specifically, the bill requires that reimbursement rates for individual or group counseling provided in an outpatient setting by licensed behavioral health treatment facilities or licensed healthcare professionals be no less than the Medicare reimbursement rate for the service, provided the service is considered evidence-based as defined by the Commissioner of Human Services in consultation with the Commissioner of Children and Families. The bill also requires the Commissioner of Human Services to apply for necessary state plan amendments or waivers to implement the provisions and secure federal financial participation, and directs the Commissioners to adopt rules and regulations to effectuate the purposes of the act.
