Bill Summary

This concurrent resolution would amend the State Constitution to limit the successive number of years that a member of the General Assembly can serve. A member of the General Assembly would not be eligible to serve more than 12 successive years in office, except that a member or official who is serving a term at the end of the 12th successive year would be allowed to complete that term. Service for one year or more to fill an unexpired term of office is included in the limitation imposed by this amendment. Years of service would be considered successive unless there is a break in service consisting of one intervening term of office. This amendment would apply to successive years served by members of the General Assembly after the adoption of the amendment. A member of the General Assembly who is serving on the date of adoption of the amendment will not have the years served as a member before the adoption counted toward the limitation.

AI Summary

This concurrent resolution proposes a constitutional amendment to limit members of the New Jersey General Assembly to serving no more than 12 successive years in office. Under the proposed change, a legislator would be ineligible to continue serving after 12 consecutive years, though they would be permitted to complete their current term if they reach the 12-year limit during that term. Service of one year or more to fill an unexpired term would count toward the 12-year limitation, and years of service would be considered consecutive unless there is a break of one intervening term. The amendment would apply only to years served after its adoption, and current legislators would not have their previous years of service counted toward the new limit. If approved by voters in a general election, this amendment would effectively restrict General Assembly members to a maximum of six consecutive two-year terms, with the goal of promoting legislative turnover and preventing long-term entrenchment of individual lawmakers.
