This bill eliminates registration renewal requirements for passenger automobiles, motorcycles, and noncommercial trucks. Under current law, these motor vehicles are required to be registered annually, with certain exceptions for new passenger automobiles. Under the provisions of the bill, passenger automobiles, including new passenger automobiles, motorcycles, and noncommercial trucks are required to be registered only upon transfer of ownership. Additionally, a person may not transfer registration of a passenger automobile, motorcycle, or noncommercial truck to another vehicle.
