This bill requires health insurance carriers, health care providers, and hospitals and health care facilities to change the manner of communication of protected health information under certain circumstances. Specifically, it allows covered persons or individuals receiving "sensitive services" related to sexual assault, pregnancy, family planning, sexually transmitted diseases, domestic violence, behavioral health, or substance abuse to request that their protected health information, including Explanations of Benefits, be communicated to them by alternative means or at alternative locations if they state that the disclosure of such information could endanger them. The carriers, providers, hospitals, and facilities must accommodate all reasonable requests made under this bill.
