This bill would enable municipalities to require developers to contribute to the cost of reasonable and necessary mass transit improvements that are necessitated or required by a new development, even if those improvements are located off-tract from the development site. Current law only allows municipalities to require developer contributions for street, water, sewerage, and drainage improvements, but not for mass transit. The bill requires municipalities to develop regulations governing these mass transit developer contributions in consultation with the affected mass transit agencies. The goal is to help municipalities accommodate the increased mass transit usage generated by new developments.
