Bill Summary

This bill requires the New Jersey Community College Consortium for Workforce and Economic Development to include in its annual report an analysis of the impact of basic skills training provided to qualified displaced, disadvantaged, or employed workers on the workers' wages and employment and to determine the long term effectiveness of the training. Current law requires the consortium to produce an annual report containing: information about the basic skills training program, such as the number of workers trained and amount of funds expended on training; an analysis of the strengths and weaknesses of the training program; and recommendations for improving the training program. The bill will require the consortium to include in its annual report additional analyses to better inform the Legislature and policy makers about the impact of this training on workers' wages and employment status. This bill specifically will require the consortium's annual report to include a pre-training and post-training analysis of workers' wages and employment status. To facilitate this analysis, the bill requires employees undergoing training to provide information regarding their employment status and wage rates.
