This bill provides that if, during a state of emergency or public health emergency, the Governor orders all non-essential businesses to suspend operations, car wash businesses will be deemed essential and may continue to operate as they would under normal circumstances. Nothing in the bill prohibits the owner of a car wash business from choosing to suspend operations of the car wash during a state of emergency or public health emergency. The bill provides that the designation of car wash businesses as essential during a state of emergency or public health emergency does not relieve the owner of a car wash from complying with safety standards issued in response to a state of emergency or public health emergency for the continued operations of essential businesses.
