Bill Summary

Under current law, a person must be a United States citizen to take a civil service exam and to qualify for civil service veterans preference. This bill permits an individual who is serving in the active military or naval service of the United States but is not a citizen of the United States to take a civil service examination and then be eligible for civil service veterans preference in certain cases. Under the bill, an individual who is serving in the active military or naval service of the United States but is not a citizen of the United States during such service, and who did not renounce or lose United States citizenship, will be permitted to take a civil service examination. That individual must provide to the Civil Service Commission sufficient proof of United States citizenship no later than 10 business days prior to the issuance of an employment list in order to be included on that employment list. The bill also provides that any such individual will be designated as a disabled veteran or veteran for the purposes of Title 11A of the New Jersey Statutes, Civil Service, if that individual was discharged or released under other than dishonorable conditions from that service, would have qualified as a disabled veteran or veteran as defined in Title 11A if a citizen of the United States at the time of discharge, and has provided to the Adjutant General of the Department of Military and Veterans Affairs evidence of the record of service and disability incurred in the line of duty, and received a determination of status. The individual must provide proof of United States citizenship no later than 10 days prior to the issuance of an employment list in order to be included on the employment list and given disabled veterans or veterans preference.
