Bill Summary

This bill would revise the standards for the allocation of fair share affordable housing credit for housing reserved for veterans, and would require a veteran preference in the administration of certain applications for affordable housing. This bill provides that a municipality may reserve, or enter into an agreement with a developer or residential development owner to reserve the dwelling units of a development, or a portion of those dwelling units, as affordable for low- and moderate-income veterans. A municipality would receive no less than one credit towards its fair share affordable housing obligation for each dwelling unit reserved for a low- or moderate-income veteran. The bill defines a "dwelling unit" as a home in which a household lives in a distinct living space with a kitchen and bathroom, except that in an alternative living arrangement, each bed occupied, or intended for occupancy, by a low- or moderate-income veteran would represent a distinct dwelling unit. Alternative living arrangements would include, but would not be limited to: Veterans Haven facilities; transitional facilities for the homeless, boarding homes; residential health care facilities; group homes for the developmentally disabled and mentally; and congregate living arrangements. The bill would also require a municipality to direct the administrative agent responsible for administering applications for affordable housing in the municipality to prioritize those applications of any household that includes one or more veterans. The bill to would take effect on the first day of the second month next following enactment to allow time for administrators to adjust to the new requirements
