This joint resolution proposes a constitutional amendment to dedicate $509 million annually from motor vehicle fees and surcharges to the Transportation Trust Fund (TTF), starting from fiscal year 2018. Currently, these fees are split between the Motor Vehicle Commission (MVC) and the General Fund, with money in the General Fund being usable for any state purpose. By contrast, money in the TTF can only be used for transportation system purposes, such as planning, acquisition, engineering, construction, reconstruction, repair, and rehabilitation of transportation infrastructure.
