This bill requires State agencies to annually develop and submit to the Chief Technology Officer an information technology strategic plan to evaluate and assess the State agency's information technology infrastructure. Under the bill, each State agency's plan is required to be in accordance with any Statewide standards and policies established by the Office of Information Technology and the Chief Technology Officer. The plan is required to include, but need not be limited to, the following: (1) a statement of the agency's mission, goals, and objectives for information technology, including how the public, businesses, and other agencies may achieve electronic access to agency records, information, and services; (2) an explanation of how the agency's mission, goals, and objectives for information technology support and conform to any Statewide information technology strategic plans or initiatives; (3) a baseline profile of the agency's current information technology resources and capabilities that will serve as the basis for subsequent planning and performance measures; (4) a life cycle cost analysis for new information technology projects and resources, including initial investment, maintenance, and replacement costs; (5) when feasible, estimated schedules and funding required to implement identified projects; and (6) any other information required by law or requested by the Chief Technology Officer, the Governor, or the Legislature. The bill requires each State agency to submit the agency's plan not later than one year following the enactment of the bill and by June 30 of each year thereafter. Each State agency is also required to make the plan available to the public on its website.
