Currently, there is no requirement that introduced bills or joint resolutions must be heard in committee, which means some proposed legislation can be effectively ignored or shelved without discussion. The proposed amendment would ensure that each piece of legislation receives at least one public committee hearing, increasing transparency and potentially giving more proposed laws a chance to be evaluated. If the amendment is approved by the Legislature and then by voters in a general election, it will become part of the New Jersey Constitution, mandating that all introduced bills and joint resolutions receive a committee hearing during their two-year legislative term, with the hearing being conducted in a public meeting.
