This bill, the Housing Oversight and Mitigating Exploitation Act of 2024 (the "HOME Act of 2024"), aims to protect consumers from price gouging of residential rental and sale prices during affordable housing crises. It empowers the Secretary of Housing and Urban Development to determine when the United States is experiencing an affordable housing crisis and prohibit unconscionably excessive pricing during such periods. The bill also establishes a Housing Monitoring and Enforcement Unit within HUD to assist in identifying market manipulation, false reporting, and other unfair practices. Additionally, it requires investigations into excessive purchases of single-family housing by individual or institutional investors and the identification of unfair screening practices that prevent access to rental housing.
