This bill proposes to levy a fee of one cent per gallon on municipal discharges of untreated sewage into Puget Sound or related water bodies. The revenue from these fees will be deposited into the salmon recovery account to fund efforts to improve salmon habitat and address the environmental impacts of untreated sewage discharges, which can harm sensitive ecosystems and aquatic species. The bill also requires municipal wastewater treatment plants and combined sewer overflow systems in the Puget Sound watershed to report annual discharges of untreated sewage, and directs the Department of Ecology to establish rules to implement the fee and reporting requirements.
