This bill aims to prioritize the enrollment of certain populations in open home and community-based services (HCBS) waivers for individuals with developmental disabilities. Specifically, it prioritizes: (1) individuals aged 45 and older with developmental disabilities; (2) individuals who have remained in a hospital for the past six months due to the lack of available community-based services and supports; and (3) individuals discharging from residential habilitation centers. The bill requires the administration to prioritize these populations, to the extent consistent with federal law and funding requirements, in addition to any other statutorily prioritized populations when enrolling clients in open HCBS waiver slots and determining access to specific waiver services.
