This bill establishes the Hershel "Woody" Williams State Military Funeral Honor Guard, named after the renowned West Virginia native and World War II Medal of Honor recipient, to render professional military funeral honors to eligible West Virginia veterans. The Adjutant General is authorized to procure the necessary uniforms, arms, equipment, and supplies, and a special revenue account called the "Hershel 'Woody' Williams State Military Funeral Honor Guard Fund" is created to fund the program. The honor guard detail must consist of at least two members of the West Virginia National Guard and perform a ceremony that includes the folding and presenting of the American flag to the next of kin and the playing of Taps. The program will take effect on July 1, 2024, with the first funeral occurring after January 1, 2025.
