This bill amends the Juvenile Diversion Act by allowing the release of juvenile records kept under the act for research purposes. The bill requires the creation of a data use agreement to protect personally identifiable information from public disclosure. It also requires the State Court Administrative Office and individual courts to maintain records of all research requests received and granted, as well as the data released. The bill retains the existing prohibition on the use of juvenile records for any purpose other than making decisions on whether to divert a minor, except as provided in the new research provision. The bill takes effect on October 1, 2024.
