This bill adds a new section to the South Carolina Code of Laws to provide standards for policy provisions of Medicare supplement policies and certificates in the state. The key provisions include: prohibiting Medicare supplement policies from containing benefits that duplicate those provided by Medicare; requiring the Director of the Department of Insurance to adopt regulations to establish standards for various policy provisions, such as renewability, eligibility, and benefit limitations; allowing the Director to adopt regulations to conform Medicare supplement policies to federal law; and requiring insurers to offer Medicare supplement Plan A policies to applicants under age 65 who are eligible for Medicare due to a disability or end-stage renal disease, as well as guaranteeing issue rights during an annual enrollment period for individuals enrolled in Medicare Parts A and B, regardless of age.
