This bill: Legalizes the sale and use of cannabis by a person at least 18 years of age. Requires the Indiana Department of Health to establish a program to issue medical cannabis identification cards to patients whose physicians have recommended cannabis to treat a medical condition. Permits the sale of cannabis to a person under 18 with a medical cannabis identification card and exempts such sales from sales tax. Makes various conforming amendments to other laws, such as repealing the marijuana eradication program fee, amending drug-related offenses and penalties to exclude or reduce penalties for cannabis-related offenses, and providing an exception for cannabis under certain paraphernalia and common nuisance laws. The bill also adds new offenses for providing cannabis to a child and possession of cannabis by a child.
