AI Summary
This bill amends the Keystone Opportunity Zone, Keystone Opportunity Expansion Zone and Keystone Opportunity Improvement Zone Act to add definitions for "apprenticeship program," "ERISA program," and "skilled craft laborer." It also requires businesses that make a capital investment of more than $25,000 on a facility within a keystone opportunity zone to verify that 70% of the individuals employed for the construction, reconstruction, demolition, alteration, or repair of the facility are skilled craft laborers and that they are paid the prevailing minimum wage rate. The Department of Labor and Industry is tasked with enforcing these new requirements.
