This bill allows schools and students participating in certain athletic programs to seek arbitration to review athletic program eligibility decisions made by the school committee or its authorized representative. The arbitration will be conducted by one or more neutral arbitrators from the American Arbitration Association's National Roster, with each party bearing their own representation costs and the other costs split equally. Parties can only seek arbitration after exhausting all internal remedies within the school committee. The Department of Elementary and Secondary Education will promulgate regulations setting minimum standards for this neutral third-party arbitration process.
