This bill: - Provides that for the 2029 program year and all subsequent years, the State Corporation Commission (the Commission) must determine that an energy efficiency program is cost-effective in order for it to be considered "in the public interest." The bill directs the Commission to promulgate regulations by September 30, 2025, establishing a single, consistent cost-effectiveness test for evaluating proposed energy efficiency programs. - Requires Dominion Energy Virginia and Appalachian Power Company to track, quantify, and report to the Commission the "incremental annual savings" (the total combined kilowatt-hour savings achieved by the utility's energy efficiency and demand response programs and measures in a given program year) achieved by their energy efficiency programs. - Clarifies that the Commission has discretion to consider reasonableness, prudence, or the public interest in determining the cost-effectiveness test for evaluating proposed energy efficiency programs.
