This bill amends the Village Law to lower the population threshold for the incorporation of villages from 2,000 to 1,500 regular inhabitants. It also makes changes to the effective date of a 2023 law that amended the Village Law regarding village incorporations. The bill provides special provisions for certain village incorporation petitions filed in 2017 and 2019 in towns with populations over 90,000 located in counties with populations over 900,000. These petitions will not be subject to the new requirements and will continue to be governed by the Village Law as it existed prior to June 1, 2023, as long as the incorporation processes are completed by January 1, 2040.
