This bill establishes a five-year pilot project in three locations in eastern Washington to assess the effectiveness of rangeland fire protection associations (RFPAs) in the state. RFPAs are nonprofit organizations that can enter into agreements with fire protection agencies to detect, prevent, and suppress wildfires in rural, remote areas. The bill sets requirements for RFPA members, including minimum age and training standards, and grants certain legal protections to RFPA members engaged in firefighting activities. The Department of Natural Resources is required to review and inspect RFPAs annually and submit a report on the pilot project to the legislature at its conclusion in 2028.
