This bill amends existing law to revise the definition of "juvenile offender" and to revise a provision regarding jurisdiction and juveniles younger than ten years of age. Specifically, it establishes that the term "juvenile offender" includes any person under ten years of age who commits the crime of murder in the first or second degree. Additionally, the bill provides an exception to the general rule that the Juvenile Corrections Act does not apply to juveniles younger than ten years of age, such that the Act would apply to those under ten who commit murder in the first or second degree.
