This bill creates the Local Solar Access Fund within the New Mexico Finance Authority. The fund will provide grants to eligible entities, such as counties, municipalities, school districts, and Native American tribes, to plan, design, construct, purchase, install, and equip solar energy systems for their buildings and infrastructure. The bill also allows for grants to be used for technical assistance to apply for federal or other funding for solar projects. The Finance Authority is required to establish rules for evaluating and prioritizing solar energy systems, including criteria based on community need, low-income households served, use for community services or emergency shelter, geographic distribution, and support for workforce development. The bill appropriates $110 million from the general fund to the Energy, Minerals and Natural Resources Department for the Finance Authority to carry out the purposes of the Local Solar Access Fund.
