This bill extends the sunset date for the Joint Legislative Audit and Review Committee (JLARC) from 2025 to 2035, allows for the extension of timelines for conducting JLARC studies, and removes barriers to continuing the sustainable harvest study. Specifically, it requires the Department of Natural Resources (DNR) to hire an independent third-party contractor to assist in updating its forest inventory and review the department's forest growth and yield modeling prior to determining the 2025-2034 sustainable harvest calculation. It also requires JLARC to oversee and conduct an independent review of the methodologies and data being used by DNR in developing the sustainable harvest calculation. The bill also adds a new factor for JLARC to consider in preparing its performance audit work plan, which is whether a planned review that is part of a mandated, recurring study would provide the legislature with new or additional information.
