This bill prohibits public libraries in New Mexico from banning or removing library materials based on partisan or doctrinal disapproval, or the author's race, nationality, gender identity, sexual orientation, or political or religious views. To receive state funding, public libraries must either adopt the American Library Association's Library Bill of Rights or implement a written policy prohibiting such book banning practices. The bill also prohibits political subdivisions from reducing funding for public libraries due to their compliance with these provisions. However, the bill does not restrict individuals from challenging library materials through established procedures as part of the library's collection development policy. The bill will take effect on July 1, 2024.
