This bill prohibits certain institutions of higher education in Oklahoma from using state funds, property, or resources to support or require activities related to diversity, equity, and inclusion that grant preferential treatment based on race, color, ethnicity, national origin, sex, or other protected characteristics. It requires these institutions to review and restructure or eliminate any unnecessary diversity, equity, and inclusion functions. The bill allows institutions to apply for grants, comply with accreditation requirements, and engage in certain academic activities related to diversity and inclusion. It requires institutions to submit an annual compliance certificate and grants the Oklahoma State Regents for Higher Education the authority to promulgate rules to implement the provisions. The bill takes effect on July 1, 2024 and declares an emergency.
